Driving clean energy for generations

The Breezy Hill Energy Project is an 80MW wind farm with integrated battery storage, currently under development by Brockwell Energy. Located southeast of Ayr and adjacent to our North Kyle project, Breezy Hill was launched as a standalone development following the acquisition of additional grid capacity in 2022. Targeting operations by 2028, the project will deliver clean, renewable energy and generate long-term value for the surrounding community.

Environmental focus

Breezy Hill is undergoing a rigorous Environmental Impact Assessment to ensure a responsible and well-informed approach. The assessment considers visual impact, ecology, heritage, traffic, and more. With comprehensive data from our North Kyle and Polquhairn projects, we are committed to minimising environmental impacts and respecting the surrounding landscape. A planning application will be submitted to the Scottish Government in Q1 2025. 

  • Community engagement & benefits

    Breezy Hill is designed to provide tangible benefits for local communities: 

    • Annual community funding: £400,000 will be allocated to the 9CCG - a group representing nine local communities - throughout the project’s 40-year lifespan, index-linked to preserve long-term value. 
    • Land restoration and access: Building on the North Kyle Forest Masterplan, Breezy Hill will support rewilding, public access, and sustainable land use, with new walking and cycling paths. 
    • Visitor centre: Plans include a family-friendly visitor centre featuring a café, bike rentals, public facilities, and water sports access at Coyle Water. To accelerate delivery, initial community funding will be advanced upon project consent.

THE ELECTRICITY WORKS (ENVIRONMENTAL IMPACT ASSESSMENT) (SCOTLAND) REGULATIONS 2017

Notice is hereby given that Breezy Hill Energy Limited (“the Company”) with company registration number SC720311, having its registered office at C/O Brockwell Energy Limited, The Eagle Building-Third Floor, 19 Rose Street, Edinburgh, Lothian, EH2 2PR, has applied to the Scottish Ministers for consent under section 36 of the Electricity Act 1989 to construct and operate Breezy Hill Energy Project in East Ayrshire approximately 13 km south-east of Ayr, 8.5 km south-west of Cumnock and 4.5 km north of Dalmellington (Central Grid Reference BNG 248092 612583). The installed capacity of the proposed generating station would be up to approximately 100 MW comprising  up to 20 turbines with a ground to blade tip of up to 149.9 metres. The proposed generating station will include a Battery Energy Storage System (BESS) of up to 40MW capacity, meaning the total capacity of the generating station will be up to 140 MW. The proposed development is subject to Environmental Impact Assessment (EIA) and an EIA Report has been produced.

The Company has also requested a direction under section 57(2) of the Town and Country Planning (Scotland) Act 1997 that planning permission for the development be deemed to be granted.

A copy of the application, with a plan showing the land to which it relates, together with a copy of the EIA Report discussing the Company’s proposals in more detail and presenting an analysis of the environmental implications, are available for public inspection in person, free of charge, at the following locations:

Copies of the EIA Report may be obtained from Breezy Hill Energy (email: breezyhill@brockwellenergy.co.uk) at a charge of £1,500.00 per hard copy and £15 on a USB storage device. Copies of a short Non-Technical Summary are available free of charge.

Any representations on the application may be submitted by email to the Scottish Government via representations@gov.scot or by post to the Scottish Government, Energy Consents Unit, 4th Floor, 5 Atlantic Quay, 150 Broomielaw, Glasgow, G2 8LU, identifying the proposal and specifying the grounds for representation.

Written or emailed representations should be dated, clearly stating the name (in block capitals) and full postal address of those making representations. Emailed representations should also include the full return email address of those making representations. Only representations sent by email to representations@gov.scot will receive acknowledgement.

All representations should be received not later than the 9th of July 2025, although Ministers may consider representations received after this date.

Any subsequent additional information which is submitted by the developer will be subject to further public notice in this manner, and representations to such information will be accepted as per this notice.

Where Scottish Ministers are required to, or decide to exercise their discretion to do so, they can cause a public inquiry to be held.

Following examination of the environmental information, Scottish Ministers will determine the application for consent in one of two ways:

  • Consent the proposal, with or without conditions attached; or

  • Reject the proposal.
